The country’s Ministry of Sports (or Inter-Provincial Coordination Committee) has signed a number of Memoranda of Understandings with many countries for cooperation in the field of sports.
The objectives of these MoUs included: encouraging sports investment; endeavouring to introduce new opportunities for investment in sports, sports education and trade in sports-related products; joint sports events, exhibitions, conferences and seminars; encouraging public and private sectors to promote sports and sports education and training opportunities; exchanging and sharing innovation experience and technologies in sports; encouraging and supporting the exchange of statistics, information materials.
Other objectives are: conducting meetings and workshops for representatives of the sports sector; coordinating advertising campaigns and engaging in other promotional activities; establishing direct linkages between their national sports associations/federations; participating in sports events, held in each other’s countries; performing market research; exchanging experiences related to infrastructure development of projects in the field of sports; exchanging visits between experts and sports media representatives; research and studies cooperation in areas related to sports; exchanging coaching personnel and training infrastructure, especially in the fields boxing, hockey, squash and wrestling; promoting the implementation of training programmes for students; and exchanging materials and experiences relating to fitness of sportspersons and general public.
The government of Pakistan signed an agreement with the Republic of Uzbekistan in 1992 on cooperation in the fields of culture, health care, science and technology training of specialists, tourism, sports, and mass media.
In 2005, anMoU was signed with Brunei for exchange of information and materials in the fields of arts, culture, and sports.
In 2006, an agreement was signed with the Kingdom of Morocco for cooperation in the field of sports while a protocol on cooperation in the field of sports and youth was signed between Pakistan and the Republic of Yemen.
In 2007, two MoUs were signed in the field of sports with Sudan and Argentina.
In 2008, anMoU was signed on sport cooperation between The People’s Republic of China and IPC for establishment of a sports university in Islamabad.
In 2011, an agreement between the Republic of Tajikistan and Pakistan was signed on cooperation in the field of physical training and sports. The same year, an agreement was signed between Pakistan and the Republic of Cuba on bilateral collaboration in the field of sports and culture.
In 2013, anMoU on cooperation in the field of sports was signed between the IPC Ministry and the ministry of youth and sports of the Republic of Mauritius.
In 2013, anMoU on sports cooperation was signed between Pakistan and the Republic of Turkey.
In 2014, anMoU on cooperation in the field of sports was signed between the ministry of IPC and the Islamic Republic of Iran.
In 2015, anMoU was signed between the IPC Ministry and the Republic of Maldives on bilateral cooperation in the field of sports.
In 2015, anMoU was signed between Sri Lanka and Pakistan in the field of sports.
In 2015, anMoU in the fields of sports was signed between Pakistan and Qatar.
In 2019, a cooperation agreement was signed between Saudi Arabia and Pakistan in the field of sports.
In 2019, anMoU in the field of sports was signed between the Ministry IPC and the Ministry of Youth and Sport of the Republic of Azerbaijan.
In 2019, anMoU was signed between the Kingdom of Bahrain and Pakistan on cooperation in youth affairs and sports.
In 2019, during the 19th meeting of the Council of Heads of States of Shanghai Cooperation Organisation (SCO) Member States in Bishkek an agreement was inked between the Authorised Bodies of the SCO Member States on Cooperation in the Field of Physical Culture and Sport. The agreement was meant for cooperation in the areas of sport of the highest achievements; mass sport; sports for the disabled; children-youth and women’s sport; education in sport; sports medicine; volunteer movement in sport; sports science; anti-doping in sport; conducting large sport events; history of sport; training coaching and teaching personnel in sport; sport psychology; and sport management.
The agreement was signed by the ministries of Youth Affairs and Sports of the Republic of India, Ministry of Culture and Sport of the Republic of Kazakhstan, General Administration of Sport of the People’s Republic of China, State Agency for Youth, Physical Culture and Sports under the Government of the Kyrgyz Republic, Pakistan Sports Board, Ministry of Sport of the Russian Federation, Committee of Youth Affairs and Sports under the Government of the Republic of Tajikistan, and the Ministry of Physical Culture and Sport of the Republic of Uzbekistan.
In 2020, a cooperation programme on youth and sports for the years 2020-2023 was initiated between the Ministry of Youth and Sports of the Republic of Turkey and the Ministry of IPC of Pakistan.
In 2021 and 2023, two MoUs were signed between Hungary and the IPC ministry in the field of sports and sports education.
All these MoUs and agreements were meant for the betterment of sports in Pakistan but sadly nothing has been achieved from all these initiatives.
The current dismal state our sports are going through is evident of the fact that Pakistan’s sports authorities miserably failed to make the most of all such cooperation agreements.
If our sports authorities had achieved the goals and objectives outlined in all these MoUs and agreements, instead of just signing, the country’s sports would have achieved lots of big laurels and development.
