Rainy-day fund, anyone?

That’s what a few hours of blustery rainfall can do to Lahore: drown everyone and everything that comes in its way, inundating roads, triggering travel troubles, cutting off power cables… It’s a humanitarian crisis all right. Even if you shut yourself indoors, you aren’t entirely out of harm’s way. As rainwater floods most places — the basements are the easiest prey — properties are damaged. You may call it the curse of living in low-lying areas. But just what on earth is the city administration doing? Perhaps, they should consider raising the emergency budget reserve. A rainy-day fund, maybe?
