Victims disclose Rs1.3m extorted from them

Islamabad : The people engaged in the investigation of torture, disgrace and humiliation of a couple in an apartment in Sector E-11/2, have included additional sections of Pakistan Penal Code as victims of Usman Mirza gang, recorded their statements before the investigation team, disclosed that they were forced to pay Rs1.3 million extortion by main accused, Usman Mirza, and his aides.

The male victim alleged that accused Usman forcibly snatched Rs6,000 from his pocket during the gruesome episode.

The police officials disclosed that sections 385 PPC and 395 PPC would be added to the FIR against the main accused Usman Mirza as he extorted Rs1.3 million from the two victims and also allegedly snatched Rs6,000 forcibly during the trembling episode.

The top bosses of operational police have set up a plan to investigate gangsters involved in sexually as well as physically assaulting a couple in an apartment in E-11/2 and uploaded their videos on social media when the victims failed to meet their demands of paying a heavy extortion amount.

Security of the victims and the witnesses of the case would be the prime object of the police.

After getting an indication of security threats against both victims and accused sides, it has decided to provide security to the gangsters in the police or the victim couple and witnesses of the case in their separate places under Police Rule 1934.

“The victims require adequate security as they are in vulnerable position and the culprits can make attempts to harm them, therefore it is strictly directed that their particulars may kindly be kept secret for their security and full proof protection may be provided to the victims to avoid any untoward accident,” DIG (Security) Afzaal Kausar said while chairing a meeting.

“Main stress shall be focused on the issues as to what was the object of culprits to make the video of such an incident and then making it viral on social media. Whether the main accused Usman Mirza ever did it at his own or at the behest of some other culprits. It should be ascertained whether the other culprits shown in the video are his employees or accomplices. Why have they made the couple prey of their nefarious, unethical, unsocial, and disgusting behaviour? Whether the main accused Usman ever has any criminal history. It may also be ensured whether or not the culprits are linked with the dark web that is involved in selling such videos to earn money,” said a police high up in the meeting held to set SoPs for the course of investigations. The video maker should be identified to ensure that he made the video on his own or on the direction of the main accused and the video may be sent for forensic analysis to verify whether the same is in its original form or has it been edited.

The CCTV cameras/footage may be obtained from the said apartments if installed and the people dwelling as well as the security guard of the said apartment may also be joined into the investigation.

The role of every accused may be ascribed and corroboratory evidence may be brought on record so that every accused could get his due share of punishment.

The meeting asked to recover the mobile phone of the main accused Usman Mirza and all the accused involved in the crime and maybe sent to FIA/PSFA/NFSA as the case may be for analysis as well as to get his ID on the Internet and further analysis may be done over his ID to find his immoral activities.

The culprits cannot get their due punishment until and unless investigation conducted against them would be without defects. Besides, modern techniques/gadgets, forensic techniques may also be utilized to record the material/substantial evidence side by side of the oral evidence. Both the material evidence and oral evidence would be corroborative with each other so that case could not be acquitted by the Court of law.

All participants were briefed in detail about future course of action and arrest of remaining accused and recovery of mobile phones under the use of accused persons without further loss of time.

The SSP (Investigation), was directed to supervise the process of investigation being conducted by the DSP Golra Circle, SHO PS Golra and Investigation Officer of the case for meaningful and effective progress and ensure the arrest of the remaining accused involved in the crime, record the statement of victims u/s 164 & 161 Cr.PC and conclude the investigation fairly, impartially, and purely on merits without fear and favour of any party. Every officer is categorically being conveyed that he will be personally responsible in case of failure in performance of laid down duties.
