ISLAMABAD: The National Accountability Bureau Multan has made indirect recoveries to the tune of Rs 3.74 billion from 2018 to 2020 pertaining to different departments under federal and provincial governments.
NAB Chairman Justice (retd) Javed Iqbal chaired a meeting to review the performance of the NAB Multan, especially convictions made under Section 10 of the National Accountability Ordinance (NAO) 1999 and under Section 25 (B) of NAO 1999 from 2018 to 2020 at the NAB Headquarters, which was attended Deputy Chairman NAB Hussain Asghar, Prosecutor General Accountability Syed Asghar Haider and other senior officers while DG NAB Multan Nauman Aslam participated in the meeting via video link.
During the meeting, Nauman Aslam informed that from 2018 to 2020, the NAB Multan filed 82x references in the Accountability Court Multan. During the said period, 22x accused were convicted under Section 10 of the NAO 1999 and recovered fine to the tune of Rs 306.38 million. The DG NAB Multan informed that during the said period, the NAB Multan made indirect recoveries to the tune of Rs 3748.1 million pertaining to different departments under federal and provincial governments. He said that besides nabbing the culprits, the NAB efforts resulted in retrieval of misappropriated state lands belonging to Board of Revenue (BOR), Irrigation Department and Local Government Department. He told the meeting that in the case of disbursement of loans amongst public by the government of Punjab through National Rural Support Programme (NRSP), the bureau ensured recovery of Rs 502.6 million from NRSP. A lion’s share of the indirect recoveries approximately to the tune of Rs 2,518 million was related to the housing sector.
He told the meeting that the NAB Multan took cognizance of the matter under its prevention regime that ultimately resulted in execution of development works, provision of basic amenities and submission of all government dues and fees, etc. He said the total direct and indirect recoveries were Rs 4,398.45 million including convictions u/s 10 & 25(B) of the NAO 1999.
Javed Iqbal appreciated the performance of the NAB Multan under the supervision of Nauman Aslam and hoped that the NAB Multan will continue to perform in the future with the same commitment.
The details of the 22 convicted persons under Section 10 of the NAO 1999 are as under:
1. State vs M. Ramzan: M Ramzan was convicted by an accountability court on 14-03-18 with a fine of Rs 3,500,000 million.
2. State vs Liaquat Ali, etc: Liaquat Ali was convicted on 15-03-18 with a fine of Rs 12,000,000.
3. State vs Liaquat Ali etc: Shahid Bashir was convicted on 15-03-18 with a fine of Rs 6,000,000.
4. State vs Hafiz Muhammad Qamar Tufail, etc: Hafiz Muhammad Qamar Tufail was convicted on 03-07-18 with a fine of Rs 9,062,160.
5. State vs Hassan Latif Tahir and another: Hassan Latif Tahir was convicted on 24-07-18 with a fine of Rs 2,560,241.
6. State vs Hassan Latif Tahir and another: Asad Nawaz was convicted on 24-07-18 with a fine of Rs 2,560,241.
7. State vs Arshad Mahmood: Arshad Mahmood was convicted on 04-10-18 with a fine of Rs 1,500,000.
8. State vs Muntazir Mehdi Khan, etc: Ghulam Shabbir was convicted on 25-01-19 with a fine of Rs 50,000,000.
9. State vs Muntazir Mehdi Khan, etc: Nazar Abbas Mohana was convicted on 25-01-19 with a fine of Rs 50,000,000.
10. State vs Ch Guftar Ahmad Anjum, etc: Asif Kamal was convicted on 27-11-19 with a fine of Rs 78,332,704.
11. State vs Shaoor Bashir, etc: Shaoor Bashir was convicted on 03-02-20 with a fine of Rs 8,572,000.
12. State vs Sh Zakaur Rahman: Sh Zakaur Rahman was convicted by on 05-10-20 with a fine of Rs 18,000,000.
13. State vs Malik Mazhar Hayat Tiwana, etc: Malik Mazhar Hayat Tiwana was convicted on 11-12-20 with a fine of Rs 30,000,000.
14. State vs Malik Mazhar Hayat Tiwana, etc: Nazar Hussain Shah was convicted on 11-12-20 with a fine of Rs 1,000,000.
15. State vs Malik Mazhar Hayat Tiwana, etc: Rafique Ahmad Khan was convicted on 11-12-20 with a fine of Rs 2,000,000.
16. State vs Malik Mazhar Hayat Tiwana, etc: Malik Allah Ditta was convicted on 11-12-20 with a fine of Rs 10,000,000.
17. State vs Malik Mazhar Hayat Tiwana, etc: Mudassir Sharif was convicted on 11-12-20 with a fine of Rs 500,000.
18. State vs Malik Mazhar Hayat Tiwana, etc: Ahtashamur Rahman was convicted on 11-12-20 with a fine of Rs 200,000.
19. State vs Malik Mazhar Hayat Tiwana, etc: Shahid Iqbal Khan was convicted on 11-12-20 with a fine of Rs 100,000.
20. State vs Malik Mazhar Hayat Tiwana, etc: Khadim Hussain was convicted on 11-12-20 with a fine of Rs 500,000.
21. State vs Muhammad Farooq Raza, etc: Muhammad Farooq Raza was convicted on 18-12-20 with a fine of Rs 15,000,000.
22. State vs Muhammad Farooq Raza, etc: Tariq Mehmood was convicted on 18-12-20 with a fine of Rs 5,000,000.
Whereas 15x persons have been convicted under Section 25 (B) of the NAO 1999, who returned Rs 343.97 million through plea bargain after approval by the Accountability Court Multan.
The details of the 15 convicted persons are as under:
1. Investigation against Ashtar Ali Chaudhry, Malik Muhammad Javaid, proprietors Subhan City, Multan, and others: Muhammad Javaid was convicted on 22-03-18 and an amount of Rs 32,400,000 was recovered from the accused.
2. Investigation against officers/officials of Revenue Department Rahim Yar Khan and others: Nazir Ahmad was convicted on 23-06-18 and an amount of Rs 211,175,608 was recovered.
3. Investigation against officers/officials of Revenue Department Rahim Yar Khan and others: Shameel Nazir Ramay was convicted on 23-06-18 and an amount of Rs 211,175,608 was recovered.
4. Investigation against officers/officials of Revenue Department Rahim Yar Khan and others: Adeel Nazir Ramay was convicted on 23-06-18 and an amount of Rs 211,175,608 was recovered.
5. Investigation against officers/officials of District Education Office, District Accounts Office, Bahawalnagar, and others: Shazia Parveen was convicted on 24-10-18 and an amount of Rs 788,988 was recovered.
6. Investigation against officers/officials of District Education Office, District Accounts Office, Bahawalnagar, and others: Fozia Siddiq was convicted on 24-10-18 and an amount of Rs 389,035 was recovered.
7. Investigation against officers/officials of District Education Office, District Accounts Office, Bahawalnagar, and others: Shaheen Yousaf was convicted on 08-11-18 and an amount of Rs 871,267 was recovered.
8. Investigation against officers/officials of District Education Office, District Accounts Office, Bahawalnagar, and others: Muhammad Salman Javed was convicted on 24-10-18 and an amount of Rs 881,916 was recovered.
9. Investigation against officers/officials of District Education Office, District Accounts Office, Bahawalnagar, and others: Anjum Javed was convicted on 24-10-18 and an amount of Rs 688,261 was recovered.
10. Investigation against officers/officials of District Education Office, District Accounts Office, Bahawalnagar, and others: Naila Akram was convicted on 24-10-18 and an amount of Rs 495,273 was recovered.
11. Investigation against officers/officials of District Education Office, District Accounts Office, Bahawalnagar, and others: Farzana Kausar was convicted on 08-11-18 and an amount of Rs 815,820 was recovered.
12. State vs Ashtar Ali Chaudhry: Ashtar Ali Ch was convicted on 19-12-18 and an amount of Rs 52,963,342 was recovered.
13. State vs Najma Ayyaz Rao, etc: Qamar Kabeer was convicted on 11-10-19 and an amount of Rs 35,000,000 was recovered.
14. State vs Zafar Iqbal Mughal, etc: Muhammad Raza Malik was convicted on 08-01-20 and an amount of Rs 53,633,000 was recovered.
15. State vs Nihal Khan, etc: Shamshad Ali Baladi was convicted on 08-09-20 and an amount of Rs 7,430,000 was recovered.
