Quake prisoners

On October 26, my other colleagues and I rushed out for our lives. This is about those of us who are free. But what about those are locked up in jails? It is inappropriate to leave prisoners to their fates, ie, either an escape from prison or become a disaster victim. The situation becomes more crucial in either case.
Do our detention centres hold satisfactory management for prisoner safety under such emergencies? It is imporant to ensure the safety of prisoners, regardless of their crime. The authorities concerned should consider such points while planning jail construction in the future.
