FCR alternative

This refers to the news report, ‘Fata may get anti-smuggling laws next week’ (September 4). Agreed that the federal government is keeping an eye on the tribal areas, but why should the FCR (Frontier Crimes Regulation) be the principle law? Is there no other alternative if the government does not want to give the peole of Fata the rights as enshrined in the constitution?
From this one can assume that the government is only interested in administrative issues. The cultural, social and development aspects to this issue seem to hold no importance to the state.
