While the government of Sindh has has done well with the timely decision of a partial lock-down in Sindh, it seems the central government is not synchronized at all. Regardless of the intensity of the situation, the federal government should have clear cut Standard Operating Procedures (SOPs) in place which should give a strategy as to how to reach a decision and how to implement it.
Provinces should discuss any matter internally, reach a decision on a provincial level and then should consult with the federal government, which should take timely notice, and using technology (conference calls etc) get all the provinces on board, discuss, and release a policy. This way all the provinces will be aligned and it will give a positive signal to foreign governments and to donor agencies
