Vice-chancellor in KP

The Khyber Pakhtunkhwa University Model Act has set stringent requirements for those aspiring for the post of vice-chancellor. According to the law, applicants should have at least 40 research publications to their name in impact factor journals in addition to them being doctorate degree holders.
Now researchers know how tough it is to get a paper published in an impact factor journal. Sometimes it takes more than a year to publish one research paper. If a person is able to publish one paper per year it would take 40 years for a candidate to be able to fully comply with the model act. This becomes even more difficult in certain fields like engineering and physics, and for researchers who are serving in Pakistani institutions. We do not have such stringent conditions in other provinces which makes one wonder if this act is discriminatory.
