Over the years several localities around Islamabad have developed into proper towns with a large population. But these localities have no civic amenities of any kind because no property tax is collected by the authorities concerned.
Bara Kahu is a good example. It has well over 100,000 households and over 50 schools and an equal number of mosques, hospitals, doctors, large super markets, shops and workshops. They all pay electricity bills that includes their TV licence fee. These people are ready to pay their property taxes and in exchange expect civic amenities for which they are desperate. Instead of the finance minister imposing withholding taxes every opportunity he gets why not collect property tax which can be included in electricity bills. This is a good example of bad governance.
