Phase the expansion

Expansion of the Islamabad Expressway is planned in phases to make the section from Rawat to Zero Point a signal-free, ten-lane carriageway with the first phase being the expansion of the Zero Point to Faizabad section.
Why do the planners of these projects focus on creating maximum frustration and disruption possible for the people? Starting from the Koral to Rawat section that is already in a shambles would have caused the least disturbance. Starting at the far end would have kept the diversion to the lowest while the already damaged area would have been addressed as the first priority.
