At the occurrence of any untoward incidence that agitates the nation as a whole the most convenient way for the government to pacify people is to frame an incident-specific new law by superseding an existing law. Interestingly the new law passed is hardly implemented.
Take the case of the 20-point anti-insurgency National Action Plan. In a statement, Maulana Fazlur Rehman has pointed out that after even after several months only one point (action against seminaries) of the NAP has been implemented. Had the government been serious in implementing laws in letter and spirit there would have been no need to pass new laws because sufficient laws exist to tackle every kind of evil in society. A law should be passed that places a moratorium on framing new laws, especially when relevant laws already exist.
