Party-based polls

Although PPP and PML-N leaders never tire of telling people that democracy is imperative for their prosperity, it is strange that they are avoiding holding local bodies elections.
Why is the PML-N against holding party-based LB elections? Why is it that the Supreme Court has to order the government to hold LB elections? Why does the LHC have to tell politicians that party-less polls are against the constitution? How long will the people of Pakistan have to suffer rulers who do not know their constitutional responsibilities?
