PESHAWAR: The Election Tribunal, Khyber Pakhtunkhwa, on Thursday ordered recounting of ballots in the provincial assembly constituency PK-8 after the National Database and Registration Authority (Nadra) completed the verification of votes.
The Election Tribunal judge, Justice (Retd) Shah Jee Rehman, issued order for the recounting of votes on the application of the losing candidate Asif Iqbal Daudzai of Jamiat Ulema-i-Islam-Fazl (JUI-F).
Asif Iqbal Daudzai, who is a former provincial minister, had challenged the election of the Pakistan Muslim League-Nawaz (PML-N)’s Arbab Akbar Hayat as Member Provincial Assembly in the May 2013 general election.
He had submitted that thousands of votes were declared illegal in the Nadra verification report and thus the votes ought to be recounted.The Election Tribunal also constituted a one-member commission for recounting the votes. It appointed senior civil judge, Peshawar, Aurangzeb Khan for recounting the votes and directed him to submit the report within 14 days.
On the order of the tribunal, the Nadra conducted verification of the votes and its report stated that 5,328 ballots were cast through invalid CNICs.An official of Nadra submitted the verification report of votes to the Election Tribunal and its copies were provided to both the parties.
According to the report, Nadra verified 56,750 votes polled at 95 polling stations and found out that 50,866 votes were cast with valid CNICs. Out of the valid votes, the report said 22,011 were authenticated and 28,855 had bad quality fingerprints.
The report said there were 5,328 used counterfoils that had invalid CNIC numbers. It said the votes were cast with 5,173 CNICs that had not been issued by the Nadra. The report added that 155 votes didn’t have CNIC numbers.
The report also revealed that 187 duplicate (more than one) votes were polled by 93 voters in the PK-8 Peshawar constituency. It said that 98 votes were polled without fingerprints at polling

station number 67 and 17 such ballots were cast in polling station number 71.
In its findings, the Nadra stated that a large number of fingerprints on used counterfoils could not be processed through automated fingerprint identification system (AFIS) due to poor quality of fingerprints.
It said that due to the poor quality of fingerprints during verification of votes, Nadra had now proposed to the Election Commission of Pakistan that certain features of the ink to be used for capturing fingerprint at the time of issuance of ballot paper needed to be reassessed as the ink should dry fast and should not lose its original shape if the paper was folded.
