Since I purchased a house in Islamabad I have ensured regular payments of electricity bills that came in the name of the previous owners. Considering that it was only proper to have the electricity connection in my name, I went to the SDO office with the relevant documents.
There I was conducted to a clerk, who gave me an application form that required information about electric appliances in my house in order to work out the load. I told him that the required information was already with them because it was not a new connection. He then asked me to sign two copies of the same form at three different places. After I provided him the CDA transfer letter, my CNIC and the CDA bill in my name, he wanted me to go to the district courts and to get a Rs20 stamp paper prepared. When asked to show the requirement, he said it was a norm. He then told me that I was to deposit Rs29,280 as charges for the change of name. This was enough for me to walk off in a huff. Why should I go through all this hassle simply because I want to have all my paperwork in order?
