Left to rot

While going past the old Varan bus stand on Peshawar Road one can see new buses being left to rot for reasons best known to people who parked them there. Can these buses not be used in the metro project? If not, then why?
Unfortunately, we always invest in new things rather than tapping our existing resources. This is exactly what happened in the case of the metro-bus project. The project itself is a very good idea and will have long-term benefits but its management could have been better.
