LDA approves Rs80 billion development budget for 2016-17

LAHORE: Lahore Development Authority (LDA) on Thursday approved the annual development budget of Rs 80 billion for the year 2016-17 to carry out development projects in Lahore, Kasur, Sheikhupura and Nankana Sahib districts.

The budget was approved in the meeting of LDA’s governing body. Officials said total resources of LDA, Wasa and TEPA had been estimated at Rs 93.48 billion out of which Rs 80 billion had been earmarked for development works in the provincial metropolis, Sheikupura, Nankana Sahib and Kasur districts.

Adviser to Chief Minister Khwaja Ahmed Hassan chaired the budget meeting. Besides the senior officers concerned, the meeting was also attended by the members of the provincial assembly, including Bao Muhammad Akhtar from Lahore and Rana Muhammad Arshad from Nankan Sahib.

According to the approved budget, LDA (Urban Development Wing) will get Rs 71.86billion. This amount also includes development expenditure of Rs 68 billion which include Rs 10.87 billion through LDA’s own resources, Rs 56.10 billion to be provided by the Punjab government for executing various development projects under Annual Development Programme and deposit works notably Lahore Orange Line Metro Train Project and Rs 1.17 billion through LDA’s own resources for carrying out development schemes exclusively in three districts, Sheikupura, Nankana Sahib and Kasur.

An amount of Rs.5.82 billion has been allocated through LDA’s own resources for carrying out development works in LDA housing schemes. This includes Rs 1.52 billion for LDA Avenue-I, Rs 350 million for construction of road network, water supply and sewerage in Finance & Trade Centre, Johar Town, Rs 350 million for LDA City and Rs 3.5 billion as lump sum provision for development projects in different LDA housing schemes. These projects will include construction of underpass at railway crossing near Gurumangat Road, Gulberg, remodeling of junctions and U-turns on Moulana Shoukat Ali Road, Khayaban-e- Firdousi and Khyban-e- Jinnah and other development schemes. Construction of LDA office buildings at Johar Town and Sheikupura and official residences for officers and employees of LDA will cost Rs 449 million. An amount of Rs 305 million will be spent on development and implementation of integrated computerised systems for LDA. A sum of Rs 200 million has been allocated for preparation of integrated strategic development plan for Lahore. Construction of pedestrian bridge in front of Girls College Gujjarpura will cost Rs 30 million.

A total of Rs 3.63 billion have been allocated for kicking off new projects in the provincial metropolis, including Rs 2.28 billion as LDA’s contribution for carrying out four new development projects under public-private partnership mode on cost sharing basis. These projects include construction of Defence Road Flyover, Sharaqpur Bypass, Southern Bypass and Kala Shah Kaku Expressway.

Other projects to be executed are construction of missing links of structure plan roads at a cost Rs 300 million, construction of pedestrian bridges at a cost of Rs 150 million and execution of priority works at a cost of Rs 500 million.

LDA will also execute different projects under the Annual Development Programme of the Punjab government and other deposit works amounting to a total expenditure of Rs 56.10 billion. A sum of Rs 3.72 billion has been allocated for widening of Canal Bank Road and construction of Chobucha Underpass. Work for widening and improvement of Main Road Sheikupura will cost Rs 700 million. An amount of Rs 400 million will be spent on the project for construction of underpasses on Sheikupura-Gujranwala Road and Sheikupura-Hafizabad Road, Sheikupura. Construction of Hockey Stadium at Nanakana Sahib will cost Rs 500 million.

A sum of Rs 3.37 billion has been allocated for Lahore Orange Line Metro Train Project, its allied works and security services. Project for widening and improvement of Bedian Road, Barki Road and adjoining approach roads will cost Rs 5.84 billion. Remodeling of existing junctions along Multan Road, Chuburji to Multan Chungi, will be carried out at a cost of Rs 5.12 billion. Construction of Hockey Stadium at Sheikupura will cost Rs 240 million. Consultancy services for preparation of master plan for water supply, sewerage, drainage and ground water management system for Sheikupura, Kasur and Nanaka Sahib will cost Rs 139 million.

LDA has also allocated Rs 1.178 billion, from its own resources, for carrying out development projects in three districts, Sheikupura, Kasur and Nanaka Sahib. This includes an amount of Rs 588 million for development schemes of Sheikupura, Rs 196 million for Nankana Sahib and Rs 394 million for Kasur.

Officials said Wasa is excepting total receipts of Rs 18.77 billion in the financial year 2016-17 while it will spend Rs 18.84 billion, including Rs 9.81 billion on development schemes. Wasa will spend Rs 5.49 billion on the ongoing development schemes. Preparation of master plan for water supply, sewerage and drainage system for Lahore - PC-II will cost Rs 40 million.

Replacement of outlived, deeper and inadequate water supply lines with HDPE pipes, (Gastro Phase-II), Lahore, will be done at a cost of Rs 549.65 million. Provision of sewerage system for UCs- 117, 118 and 120 of Lahore will cost Rs 1,998.92 million. Project for energy saving in water supply system in Lahore (Energy saving through replacement of inefficient and outlived 105 tube-wells in Lahore) will be done at a cost of Rs 125.000 million. Establishment of SCADA system at tube-wells, disposal and lift stations will cost Rs 200 million.

Laying of lateral and branch sewer in Shadipura will cost Rs 100 million. Construction of PCC Nallah Mehtab Park, UC-41, Lahore, will cost Rs 35.126 million. Changa Pani Programme (Phase-II)/Community participation programme will cost Rs 150 million. Laying of force-main from Bhogiwal Road Disposal Station Chotta Ravi Drain to Shalimar Escape Channel across Ring Road will cost Rs 98.762 million. Improvement of water supply system in MA Johar Town and Tajpura zones of Lahore through zoning/isolation, installation of filtration plants and 100 percent metering will be executed at a cost of Rs 249.323 million. Construction of RCC Conduit Sewer from Shoukat Khannum Hospital Chowk to Sattu Katla Drain will cost Rs 210 million. Restoration of original Cross Section (40 feet) of Sattu Katla Drain from Ferozepur Road to Peco Road will be carried out at a cost of Rs 216.288 million. Sewerage system from Larechs Colony to Gulshan-e-Ravi will cost Rs 1,370.874 million.

Laying of sewer line from Tikka Chowk to Shad-e-Wal Chowk, Johar Town, will cost Rs 29.695 million. Rehabilitation of drains (Birdwood Drain, Central Drain and Cantonment Drain from Multan Road to Babu Sabu) will cost Rs 118.368 million.

Wasa has planned to spend Rs 2.83 billion on executing new development schemes in the provincial metropolis. Installation of filtration plants on 105 tube-wells in the city will cost Rs 150 million. Replacement of tube-wells will be made at a cost of Rs 650 million.

A sum of Rs 500 million has been allocated for construction of a new storm water drainage system from Haji Camp to River Ravi via Laxmi Chowk, Mcleod Road, Nabha Road, Chauburji and Sham Nagar, Lahore. Installation of water filteration plant and re-boring of tube-well in Ittehad Colony, Gulberg, will cost Rs 20 million.

Provision of clean drinking water, sewerage system, PCC and allied facilities in Ravi Road, Islampura and adjoining localities will cost Rs 160 million. Provision of clean drinking water, sewerage system, PCC and allied facilities in Sheranwala Gate, Fazal Park and adjoining localities will cost Rs 160 million. Provision of clean drinking water, sewerage system, PCC and allied facilities in Allama Iqbal Town, Canal Park and adjoining localities will cost Rs 160 million. Provision of clean drinking water, sewerage system, PCC and allied facilities in Shimla Pahari and adjoining localities will cost Rs 160 million. Provision of clean drinking water, sewerage system, PCC and allied facilities in Chohan Colony, Singhpura and adjoining localities will cost Rs 160 million.

Provision of clean drinking water, sewerage system, PCC and allied facilities in Shahdara and adjoining localities will cost Rs 200 million. Provision of clean drinking water, sewerage system, PCC and allied facilities in Ganj Bazaar, Gulistan Colony and adjoining localities will cost Rs 250 million. Construction of PCC and drainage scheme in UC-117 Mansoora will cost Rs 100 million.

Officials said TEPA will have a total of Rs 2.855 billion at its disposal, whereas its expenditure has been estimated at Rs 2.54 billion, including development works costing Rs 2.19 billion. An amount of Rs 134 million will be spent on construction of Kasur Sports Complex Rs 745 million has been allocated for construction of a flyover at Katcha Jail Road.
