The finance minister has stated that countries run on taxes and not on charity (seemingly referring to borrowed money). I believe that Pakistan has been run on foreign loans ever since it came into being. None of our governments have been able to implement the reforms needed for economic growth.
In fact, we have burdened the groups providing our economy with what little growth it does have. A considerable portion of the income of the salaried classes is deducted at source but they do not get any post-retirement benefits. The government should at least reduce the tax burden on this class so that they are able to make ends meet.
