There are multiple administrative decisions that ought to be made by the respective district administrations. This includes the timing of summer and winter vacations given that the weather varies considerably from one district to another. This is natural, given the large size of our provinces. Given this fact, passing administrative orders from provincial capitals that apply to all districts regardless of the local circumstances is inappropriate.
The provincial governments should delegate the power to announce winter and summer vacations to the respective district administrations.
