Asymmetric warfare has become a hallmark of modern conflict, where militant outfits eschew direct confrontation with security forces, instead opting for opportunistic attacks and subsequent concealment. Despite concerted efforts to eradicate militancy and terrorism, the threat persists, with the past two decades witnessing a disturbing surge in violent incidents. Conventional mechanisms for combating terrorism have yielded limited success and the recent resurgence of terror attacks underscores the need for a paradigm shift in our approach to counter-terrorism. Acknowledging the complexity of militancy and insurgency and addressing root causes through targeted strategies is essential. People empowerment, through acknowledging the agency and concerns of local populations, holds the key to effectively combating persistent threats and ensuring a safer, more prosperous future for our nation.
