ISLAMABAD: The National Assembly Standing Committee on Law and Justice on Thursday deferred the consideration of National Accountability (Amendment) Bill, 2024 (Ordinance No.VI of 2024) (Government Bill) on the request of the Ministry of Law and Justice.
The bill relates to enhancement of the remand period from 14 days to 40 days.
The meeting of the NA panel on Law and Justice was held at the Parliament House which was chaired by its Chairman Chaudhry Mahmood Bashir Virk.
The committee considered the Bill, the Constitution (Amendment) Bill, 2024 (Article 27,) moved by MNA Aliya Kamran and after detailed deliberations, rejected it and recommended with majority that the Bill may not be passed by the Assembly.
The committee, after deliberation, rejected the bill with majority vote as 7 votes were cast against the bill and 6 were cast in favour. The bill aimed to increase the quota from 40 years to 60 years.
According to the statement of objectives and reasons of the bill, “Quota for jobs was proposed in the Constitution for development and to provide opportunities to the people belonging to under-developed areas. After passage of 40 years, these areas ate still much back word. Hence, this amendment is proposed to extend the said period for providing more opportunities to the people of less developed area.”
The committee also rejected the constitutional amendment bill, the Constitution (Amendment) Bill, 2024 (Article 177, 193 and 208), moved by Noor Alam Khan, which says no judge holds any dual nationality or citizenship of any foreign country.”
The NA panel considered the Bills, the Constitution (Amendment) Bill, 2024 (Article 51, 59 and 106), (moved by Noor Alam Khan, MNA) with regard to the allocating reserved seats for overseas Pakistanis in the National Assembly and provincial assemblies and after detailed deliberations, the committee recommended that the Bill may not be passed by the Assembly.
According to the statement of objects and reasons of the, the Constitution (Amendment) Bill, 2024 (Article 51, 59 and 106 , “Keeping in view the importance of overseas Pakistanis and to give them opportunity to serve and represent them in the National Assembly, Senate and provincial assemblies, this Bill has been proposed. For that purpose, two seats in the National Assembly, two seats in the Senate and one seat in each provincial assembly have been reserved. The whole Pakistan will be single constituency for seats reserved in the National Assembly as well as each province will be single constituency for the seat reserved for each province. On the seats reserved for overseas Pakistanis in the Senate, the members will be elected by the National Assembly.
The committee considered the Bill, the Constitution (Amendment) Bill, 2024 (Article 25) (moved by Dr. Nafisa Shah, MNA); and deferred the same for comments of the ministry of Human rights.
The committee did not consider the Bills, the Constitution (Amendment) Bill, 2024 (Article 198) (moved by Changaze Ahmad Khan, MNA); and the Constitution (Amendment) Bill, 2024 (Article 175A & 215) (moved by Mr. Asad Qaiser, MNA) and deferred the same due to non-availability of the movers.
The committee considered the Bills, the Constitution (Amendment) Bill, 2024 (Article 184), and the contempt of court (Repeal) Bill, 2024) (moved by Noor Alam Khan, MNA); after detailed deliberations the mover preferred to withdraw the Bills, hence the committee recommended that the Bills may not be passed by the assembly.
