ISLAMABAD: A private member’s bill was introduced during a brief National Assembly session on Tuesday, proposing a ban on re-employment and extension in retired government employees’ service.
Pakistan Tehreek-e-Insaf’s Sahibzada Sibghatullah introduced the Civil Servants (Amendment) Bill, 2024, seeking an amendment to Section 14 of the Civil Servants Act, 1973. This amendment aims to establish a clear and fair retirement policy by prohibiting re-employment of retired civil servants in any capacity.
The bill seeks to create more opportunities for younger individuals, promote merit-based promotions and reinforce the principle of finality in recruitment. It also emphasises good governance and effective civil service operations in Pakistan.
Additionally, two other private member bills were presented: the Pakistan Medical and Dental Council (Amendment) Bill, 2024, and the Islamabad Healthcare Regulation (Amendment) Bill, 2024. The Pakistan Medical and Dental Council (Amendment) Bill, introduced by MNA Shaista Pervaiz, aims to amend the Pakistan Medical and Dental Council Act, 2022, to include mental health practitioners within its scope, covering registration and entitlements.
The Islamabad Healthcare Regulation (Amendment) Bill, 2024, also introduced by Shaista Pervaiz, clarifies the term “healthcare professional” to explicitly include “mental health practitioners.” All the three bills were referred to the relevant standing committees of the house. Deputy Speaker Ghulam Mustafa Shah adjourned the house and scheduled it to reconvene at 11am on Friday after a two-day break.
