ETPB asked to remove flaws in service rules draft
Letter referred to Clause 17 under which Board can make regulations, but approval of federal government is required
ISLAMABAD: Expressing concerns over the draft of Evacuee Trust Property Board (ETPB) Employees (Service) Regulations 2024, Ministry of Religious Affairs has sought clarification from the Board.
Deputy Secretary Imran Rashid, in a letter to Secretary of ETPB, said the Ministry has reviewed the newly-framed rules. The rules have flaws which should be removed, the letter said. The Board Secretary had sent the new rules to the Ministry for approval.
The Ministry directed the decision to repeal Employees (Service) Regulations 1984 and adopt Employees (Service) Regulations 2024 should be sent to the Ministry. The list of newly-created and previous posts in the institution should also be submitted along with pay scales, it said.
The letter said the Board has recommended a time-scale promotion which is against the policy of federal government. These recommendations should not be made part of regulations, it said. These should be prepared in the light of policy of federal government, it added.

The Ministry has directed the financial impact of upscaling and creation of new posts should also be informed.
The employees of the Board are of view they have been working in the same scale for over ten years, and their progress has stopped which they said is injustice to them.
