PESHAWAR: Profiling of over 113,908 non-custom paid (NCP) vehicles has been completed in 15 districts of Khyber Pakhtunkhwa as the government plans their registration across the province.
There are plans to register NCP vehicles in former tribal districts as well as Malakand division where unregistered cars are being used for decades.
Some of these vehicles are said to be used in crimes as well as acts of terrorism but the main purpose is to bring all such cars into the tax net.
As per the government plan, only the profiled vehicles will be allowed to avail relaxation under the proposed government scheme. No lifted, snatched or tampered vehicle or any car used in any unlawful activity will be either profiled or registered in the scheme.
“It was decided that the regularization process of profiled vehicles will be completed within three months from the date of approval accorded by the federal or provincial government. Also, three vehicles can be regularised against one CNIC under the scheme,” a source said.
A joint desk of all the relevant departments will be set up in districts where over 5,000 vehicles are profiled to facilitate the owners of NCP cars in the registration process. “As many as 76,537 NCP vehicles have been profiled in Malakand Division from October last year till August 23,” an official of the Excise and Taxation Department told The News.
He added that out of these cars, 35,263 have been profiled in Swat district alone.
The second highest number of profiled vehicles 12,749 was in Kurram district, followed by 11,523 in Upper Dir, 9,261 in North Waziristan and 7,859 in Khyber district. The pace of profiling is slow to the extent that only 116 vehicles could be profiled on the last day (Friday) across KP.
The official said that profiling of NCP cars in some districts was started on March 9, 2023 while in other areas the process began on October 16 last year. The excise authorities have proposed the custom duty of Rs100,000 along with additional Rs15,000 registration fee for 800 cc vehicles below model 2015. Besides, Rs200,000 duty was proposed for 1000cc vehicles with Rs20,000 registration fee. An amount of Rs350,000 and Rs60,000 registration fee was proposed on vehicles up to 1500cc. The authorities have proposed Rs450,000 custom duty along with Rs80,000 registration fee for 2000cc cars, Rs550,000 custom duty and registration fee of Rs100,000 for up to 2500cc cars and Rs700,000 as custom duty along with Rs200,000 registration fee for vehicles above 2500 cc.
This is for vehicles having models below 2015. The charges are double for vehicles above 2015 model in categories above 1000 cc.
Over 61,400 vehicles were cleared under an amnesty scheme introduced by the Pakistan Peoples Party government in 2013. The amnesty scheme was launched through a statutory regulatory order (SRO). A number of owners had to face issues in clearing their cars and many had to move the court.
