SC directs to implement quota policy in police services

ISLAMABAD: The Supreme Court (SC) on Tuesday directed the Federal Secretary Establishment to convene a meeting of all the provincial chief secretaries in order to implement quota policy about filling in the high slots of Police Services of Pakistan (PSP) in federal and provincial level.

A three-member bench of the apex court headed by Justice Amir Hani Muslim while hearing the matter, rejected federal government report and observed that it would be better for the federal and provincial government to reach an amicable solution about allocation of the quota for PSP in the country.

The court observed that under the policy 60 percent quota is allocated for federal government police whereas 40 percent is reserved for provincial police officers, but contrary to this federal police officials secured 80 percent quota for top slots.

During the course of hearing Hamid Khan, counsel for the provincial police officials submitted that 40 percent quota is reserved for provincial police officials of grade 18 and above but factually his clients have not been appointed in accordance with the policy so deserving officials deprived from promotion. The court was, however, informed that the provincial government failed to provide list of PSP due to which federal police officials secures promotion against the vacant slots.

At this, Justice Amir Hani Muslim said that it is severe negligence of the provincial authorities, who failed to provide the list on time, adding that at the same time non allocation of the provincial police officials against the reserved quota falls under misconduct.

Meanwhile, the court directed the federal Secretary Establishment to convene meeting of all the provincial chief secretaries in the matter. The court directed him to inform about decision of the meeting to all the parties of the case in hand and adjourned the hearing for May 18.
