All political parties must strictly work within the confines of the 1973 constitution, if they desire other institutions to do so. Civilian supremacy can only be achieved, if constitutional supremacy prevails over personal whims. There is no provision in the constitution for the post of deputy PM (DPM), and any such appointment is, in my view, unconstitutional and does not bode well for rule of law. Any additional protocol, given to or enjoyed by the DPM, will be an additional expense and a burden on the national exchequer. The creation of this post thus nullifies claims of austerity.
In any case, political parties must respect public opinion and perception, which considers that Foreign Minister Ishaq Dar was not successful in managing the economy and dealing with the IMF. Any interference by him in any other ministry will only result in poor governance and needless controversies. In the case of temporary absence of a PM, the senior most member of the federal cabinet assumes temporary responsibilities for day-to-day affairs. Any discretionary powers granted by the constitution to the PM, cannot be transferred to the deputy PM, because this post is unconstitutional.

Foreign Minister Ishaq Dar has also been made deputy prime minister even though there is no provision for such a position in the constitution.
