In its November 17 technical assistance report on Pakistan the IMF emphasized the need for the government to use its resources more efficiently and build climate-resilient infrastructure. While this is welcome advice, it may well be wasted on the country’s government, whose entire machinery appears to run on commissions and kickbacks and other forms of corruption.
Efficiency, competency, honesty, commitment, dedication etc, are seldom seen. When Pakistan calls for the Loss and Damage Fund to compensate us for the impacts of climate change, I feel as though our ruling elite is less concerned with alleviating the suffering of the people than the potential such funds offer to mint more money.
