Negligence in duty: CM removes Data Darbar eye hospital MS, staff

There were poor cleanliness arrangements in the gynae ward, eye ward and bedsheets were dirty as well

LAHORE: Punjab Caretaker Chief Minister Punjab Mohsin Naqvi along with the Provincial Cabinet paid a surprise visit to the Data Darbar Eye Hospital and reviewed arrangements.

In the hospital, the MS and doctors were not present on their duty; the security guard was not present at the gate; nurses were sleeping in the wards but everyone was marked present on the attendance register while practically the hospital was vacant.

There were poor cleanliness arrangements in the gynae ward, eye ward and bedsheets were dirty as well. CM Naqvi expressed his severe indignation over seeing the pathetic condition of the hospital and ordered to remove the MS from his post along with terminating the contract of doctors who were absent from their duty in the gynae ward.

He ordered taking back hospital management from the Auqaf department and hand it over immediately to the Primary and Secondary Healthcare Department. The residents of the area also reached the hospital after the arrival of CM Mohsin Naqvi.

They heaped a pile of complaints before the CM with regard to dearth of medical facilities and unavailability of doctors in the hospital. Mohsin Naqvi telephoned the Secretary Health on the spot and directed him to take over the hospital management.

He immediately called for the attendance register of doctors, nurses, paramedical staff and checked their attendance record. The CM handed over the attendance register to the Provincial Minister for Auqaf Azfar Ali Nasir and ordered an inquiry.

The CM remarked that the hospital was in highly deplorable condition and he felt deeply grieved over seeing poor state of the hospital. He immediately summoned the Secretary Communication and Works (C&W) and issued him necessary directions with regard to improving conditions of the hospital.

Meanwhile, Chief Minister Punjab Mohsin Naqvi announced to launch FCPS training programme in Attock, Mianwali, Jhang, Mandi Bahauddin, Bhakkar and directed to undertake measures for launching FCPS training programme in additional five district hospitals. Naqvi while addressing the convocation ceremony as a chief guest of the College of Physicians and Surgeons Pakistan stated that this country is going nowhere and Pakistan will soon be taking off. Despair is a sin and good news are coming about the economy. Neither one should get disappointed nor should disappoint others and always remain hopeful. CM apprised that he issued directions to make immediate inductions of the doctors of intensive care unit. Emergency medicine department should be established in all the big hospitals. It is our effort that a critical care department should be established in every hospital and we will leave after starting it in few hospitals.

State-of-the-art Indus Cancer Hospital at Jubilee Town will become functional by 31st January. A Mayo Cancer Clinic in Manawan will also become functional by January 31.

CM in his address said that new hospitals were built but the condition of old hospitals has deteriorated. Mayo, Nishter and Holy Family hospitals are its few examples. The condition of few hospitals was so pathetic that one gets worried to imagine how come a patient will be treated. We are striving to improve condition of present hospitals instead of making new hospitals.

Naqvi apprised that upgradation of hundred hospitals including 22 big hospitals across Punjab is being done. We are spending hundred billion rupees on the health sector. The condition of hospitals will improve but the doctors have to run them. Naqvi said that out tenure will end but hospitals will remain here. The health sector can only improve when our doctors take the ownership of hospitals with a noble intention.

60-70 percent doctors are working hard and also take the ownership. CM said that there are two requirements to earn pure livelihood one is not to earn by foul means so as to purify ones’ salary. If somebody is taking salary for six hours and is working for only three hours then it does not amount to earning a pure livelihood. Few doctors worked more than their duty hours and few do not complete their duty time.

CM distributed gold medals and medical education diplomas in the FCPS convocation ceremony. Provincial Minister, secretaries, medical professors, doctors and students participated in the convocation ceremony.

Meanwhile, Punjab Caretaker Chief Minister Mohsin Naqvi along with the Provincial Cabinet conducted a surprise visit to the Bund Road Controlled Access Corridor project. The CM visited the project route from Babu Sabu up to Saggian. The labour shift working on the project from Babu Sabu up to Saggian was absent.

He expressed his indignation over the absence of labourers from the site, supervisors of contractors, LDA staff and expressed his anger with the LDA DG as well. CM Mohsin Naqvi issued a stern warning to the Chief Engineer and the company working on the project from Babu Sabu up to Saggian.

He immediately summoned the LDA DG, Chief Engineer LDA, contractor and LDA staff on the spot. He stated that he felt deeply grieved over seeing absence of night shift working on the project, adding that seeing the state of affairs by paying a surprise visit was highly intolerable.

Meanwhile, Chief Minister Punjab Mohsin Naqvi along with the Provincial Cabinet reached Shera Kot Police Station early morning. The front desk staff was absent while the computer and internet were also shut down.

CM while inspecting the police station and seeing many youths detained in the lock up on riding a motorcycle without a licence inquired from them about their cases. The youths apprised that they were riding a motorcycle without a licence and the police arrested them. CM issued direction to the police to complete necessary legal action of 11 youths on riding a motorcycle without a licence. Mohsin Naqvi on given assurance by the youths to obtain a driving licence ordered their release.

CM telephoned DIG Operations on receiving a complaint about internet disconnection of the police station and directed to obtain a substitute device for the front desk. CM listened to the issue of an elderly woman Hanifa Bibi present at the police station and issued directions to the police for releasing the son of an elderly woman.

CM ordered SSP Law & Order to undertake prompt measures for the redressal of public complaints. Meanwhile, Calvary underpass has been completed in less than 2.5 months and the underpass will be opened for traffic soon. Chief Minister Punjab Mohsin Naqvi will inaugurate the Calvary underpass.

Calvary underpass was to be completed in six months but due to CM Naqvi’s continuous visits and monitoring, the project has been completed in a record period. The Calvary underpass is going to be opened for traffic 3.5 months earlier before its completion time.

CM said that 540 meters long Calvary underpass consisting of dual-lane and a signal-free corridor has been completed from the Centre Point Gulberg up to Ghora Chowk Defence Morr. 180,000 vehicles will pass from the underpass daily and transportation will be eased.

Meanwhile, the mapping project of 25 lakh private cameras across Punjab has been launched. Chief Minister Punjab Mohsin Naqvi formally inaugurated the project.

Mapping of four lakh private cameras in Lahore for the digital monitoring and crime control has also been completed. Naqvi inaugurated the upgradation of the Safe City Authority canteen along with indoor gaming project. He inspected the canteen and kitchen of the Safe City Authority. He also inspected the Air Quality Index monitoring system of the Safe City Authority. On the inquisition of CM, AQI data of 23rd, 24th and 25th November was presented which was 454, 380 and 280 respectively.

Later, CM presided over a special meeting held at the PSCA office in which a principle approval was granted for the installation of Smart Safe City Project DEC-3 in the districts and tehsils of Punjab. Digital monitoring, e-challan, traffic control and identification of faces can also be done in the districts and tehsils. CM directed to select cities for the installation of DEC-3 project during the first phase. Safe City Project in Faisalabad, Gujranwala and Rawalpindi was also reviewed during the meeting.

It was informed during the briefing that digital monitoring will be ensured by installing 60 cameras on the entry and exit routes of Lahore. Installation of Safe City Cameras in the under completion 7 mega projects of Lahore is ongoing. ACS, IG Police, Chairman P&D, CCPO, Chairman PITB and concerned officials also present in the meeting.
