Probe ordered into case of induction in bureaucracy against rules

ISLAMABAD: A case of induction against the service rules after being appointed on deputation in federal bureaucracy has been found.

Dr Baseer Achakzai from Balochistan was not sent back to his department despite the instructions of Establishment Division. He got the position of DG Health after promotion. An inquiry has been ordered.

According to sources, Secretary Health Iftikhar Ali Shalvani has removed Dr Baseer from the post. DG Population Ministry of Health Dr Shabana Saleem has been given the additional charge of the post of DG Health.

Dr Baseer is an ex-cadre officer. His Grade is 18. He was appointed as DG Health on February 1, 2023 but his grade was deliberately concealed and service rules violated. He came to Islamabad on deputation from Balochistan and allegedly prolonged his deputation period by using political influence. He is also accused of misusing government resources.

In 2014, the then Secretary Health transferred him to Ministry of Health permanently. The Establishment Division held the transfer was in violation of the rules and judgment of the Supreme Court.

The Establishment Division directed the Ministry of Health to return his services to the Balochistan government. He was not sent back and was still performing duties in the ministry.

Under the Recruitment Rules of the Ministry of Health, DG Health is a Grade-20 post to which the regular director of Grade-19 is promoted. The appointment of Dr Baseer was also challenged in the Islamabad High Court. The Secretary of Health has ordered an inquiry into the matter. A fact-finding committee, headed by Senior Joint Secretary, Ministry of Health (Hospitals) Dr Mirza Ali Mehsud, has been formed. The committee will submit its report in 15 days. Other members of the committee include Director Litigation Umar Farooq and Section Officer Hospitals Muhammad Bilal.
