ISLAMABAD: The government has admitted that progress has been slow on various fronts under the National Action Plan (NAP) including action against the proscribed organizations, ending sectarian terrorism and revamping the criminal justice system.
In an official document, the Ministry of Interior said so far 364 person convicted of terrorism have been executed since initiation of NAP in December 2014 while around 2255 terrorists have been killed by law enforcement agencies during the same period.
However, the Ministry admitted that progress has been slow on at least nine areas identified under NAP owing to various reasons. It admitted that progress has been slow on steps towards Baluchistan Reconciliation, chocking Finances for terrorist organizations, taking steps against religious persecution, FATA Reforms, Tangible Measures against abuse of Internet for Terrorism and resolving issue of Afghan refugees.
The NAP was formulated on December 24, 2014, in the wake of deadly attack on Army Public School (APS) in Peshawar on December 16 the same year. It was unanimously adopted by an All Parties Conference (APC) for eradication of all forms of extremism and terrorism.
“The progress has been slow in “ensuring against re-emergence of proscribed organisations/individuals,” says the document prepared by the Interior Ministry in response to a question by MNA Dr Fozia Hameed.
The document says that Ministries of Interior and Defence along with provincial governments and intelligence agencies were responsible to take action against proscribed organisations. It mentions that 62 organisations had been categorised as proscribed while 8253 activists had been placed under 4th Schedule so far after the NAP initiation. Ban has been imposed on such organizations and individuals on public appearance and media.
According to document, the progress has been satisfactory in ten areas under NAP including execution of terrorists, action against armed militants and countering hate speech.
The official report mentions establishment of 11 special courts and transfer of 190 cases to these courts for speedy trial against terrorism suspects.
It expresses satisfaction with strengthening and activation of NACTA (National Counter-Terrorism Authority) which has been given budget and human resource.
It says 2477 cases has been filed for hate speech while 2358 persons has so far been arrested for promoting hate while 73 shops selling such material has been closed. As many as 10346 cases were registered under the misuse of loudspeakers and 10597 persons had been arrested in this connection.
In a bid to dismantle communication networks of terrorist 98.3 SIMs have been blocked under NAP. The government expressed satisfaction with operation in Karachi where significant decline has been observed in cases of terrorism and crime.
While explains details of steps towards Balochistan reconciliation the Ministry mentioned improved security in the province, surrender of insurgents and reconciliation and rehabilitations.
The document says that Ministry of Interior and provincial government were responsible for ending sectarian terrorism but the progress has been slow in this regard.
According to document 937 URLs and 10 websites of proscribed organisations have been blocked by the Ministry of Information Technology under the National Action Plan but overall progress on “use of internet and social media for terrorism” has been slow.
It says Punjab government’s action against militancy in the province remained satisfactory. The provincial government has arrested 1132 hardcore elements while 405 persons have been place in Schedule IV. According to document Punjab government has arrested 78 firebrand speakers and 649 facilitators ever since initiation of NAP.
The government admitted slow progress on revamping criminal justice system which was a responsibility of Ministry of Law and Justice and provinces. Describing the current status the ministry says provinces are yet to submit proposals on revamping the system.
