Flock cameras have reportedly come under mounting vigilance regarding data tracking as a viral Halloween “De-Flock” movement gained traction online. The campaign is reigniting controversy over how the technology is used in communities by urging Americans to target disputed monitoring while Halloween crowds and costumes provide cover.

However, posts have gone viral across Instagram and X calling for Flock Safety camera to be disabled, covered or destroyed on October 31, 2026. The concept is that Halloween gives participants a distinctive merging opportunity into large crowds while already wearing costumes and masks.

What are flock cameras?

Flock cameras are automated license plate readers commonly installed behind roads and community gateways.

The cameras are installed using machine learning to record a license plate, color and other defining characteristics as it passes.

The technology has also faced intense examination and alleged misuse. Notably, Flock reported license plates in 71% of 1,427 stolen vehicle and public safety advisories issued during 2023 and 2024.

On the contrary, officers in Florida and Georgia have also been warned of using the system to track people. Flock has clarified that its cameras do not use facial recognition and that customers control their own data. Furthermore, the company shortened its default data lifespan from 30 days to seven days and announced mandatory misuse detection and an incident tracking number system.
