City police chief among 11 OPS officers removed

The Sindh government on Thursday removed 11 police officers of junior grades, including the city police chief, who were working on senior positions on an own pay scale (OPS) basis.
The removed senior police officials include Karachi Police chief Additional Inspector General Shahid Hayat Khan, who was posted on this key police position on September 15 last year following a meeting chaired by Prime Minister Nawaz Sharif in Karachi, which decided to launch a targeted operation in the metropolis against criminals and terrorists.
During his brief tenure as Karachi police chief, Shahid Hayat faced accusations from political parties regarding arbitrary arrests and disappearances of their activists during the ongoing operation. However, the provincial government persisted with its decision to retain Shahid Hayat on the post of Additional IGP.
According to the notification, the Sindh government has posted Ghulam Qadir Thebo, an officer of Police Services of Pakistan (BS-21), as the new Karachi Police chief. He was earlier posted as Additional IGP Traffic (Sindh).
The rest of the police officials removed from their posts due to their OPS status include: Dr Sain Rakhio Mirbahar, PSP (BS-20), presently working as Additional IGP (BS-21) Crime Branch; Capt (retd) Muhammad Tahir Naveed (BS-20), working as Additional IGP (BS-21) CID Karachi; Bashir Ahmed Memon (BS-20), working as Additional IGP (BS-21), Research Development & Inspection; Muzaffar Ali Shaikh (BS-19), working as DGP Special Branch (BS-20), Sukkur; Khadim Hussain Rind (BS-19), working as DIGP (BS-20), Larkana Range; Abdullah Shaikh (BS-19), working as DIGP Admin (BS-20), Karachi; Asif Aijaz Shaikh (BS-19), working as DIGP Technical & Transport (BS-20); Ahmed Yar Chohan (BS-19), working as DIGP Traffic Licensing & Training (BS-20), Karachi; Sharjil Karim Kharal (BS-19), working as DIGP (BS-20), Sukkur Range; and Gul Hassan Shaikh, PDSP (BS-17), presently working as Deputy Director (BS-18), Anti-Corruption Establishment, Larkana.
All these police officers were removed from their posts in the light of Supreme Court orders of May 9 and after securing approval from the competent authority i.e. Sindh Chief Minister. These police officials have been directed to report to the Services, General Administration & Coordination Department.
In another notification, Javed Akhtar Odho, PSP (BS-20), DIG West Zone, Karachi, has been transferred and posted as DIG Sukkur Range and Aftab Pathan (BS-20), DIG RRF (Sindh), has been transferred and posted as DIG Larkana Range against an existing vacancy.

19 OPS officials removed
The Sindh government removed 19 officials of junior grades working on higher posts of grades 20 and 21 under own pay scale basis (OPS).
The decision to this effect was taken in the light of recent directives of the Supreme Court, as in the same fashion the Sindh government had removed some 176 officials on May 20, who were working on various posts of up to Grade-19 under OPS basis.
These officers have been removed from their posts after securing approval from the chief minister and they have been directed to report to the Services, General Administration and Coordination Department (SGA&CD).
These officers are: Alamuddin Bullo, (BS-20), working as Senior Member (BS-21), Board of Revenue Sindh; Mukhtar Hussain Soomro (BS-20), Chairman (BS-21), Enquiries & Anti-Corruption Establishment (Sindh); Shamsuddin Soomro (BS-20), Member Judicial-1 (BS-21), Board of Revenue; Muhammad Iqbal Memon (BS-19), Special Secretary (BS-20), PHE Local Government, Rural Development, PHE & HTP Department; Dr Kazim Hussain Jatoi (BS-19), Managing Director (BS-20), Karachi Fisheries Harbour Authority; Abdul Hafiz Umrani (BS-19), Secretary Implementation & Coordination (BS-20), SGA&CD; Syed Hassan Naqvi (BS-19), Special Secretary (BS-20), Finance Department; Abdul Waheed Shaikh (BS-19), Chief Economist (BS-20) ,Planning & Development Department; Syed Mansoor Abbas Rizvi, ex-PCS (BS-19), Special Secretary Health Department (BS-20); Riaz Hussain Soomro, ex-PCS (BS-19), Managing Director (BS-20), Sindh Seed Corporation, Hyderabad; Muhammad Akhtar Ghouri, PSS (BS-19), Secretary (BS-20) to Governor Sindh; S. Zakir Ali, PSS (BS-19), Special Secretary (BS-20), Education & Literacy Department; Asjad Mehmood, an officer of Secretariat Group (BS-19), Special Secretary (BS-20), Antiquities Department; Abdul Shakoor Abro, SG (BS-19), Director General (BS-20), Sindh Coastal Development Authority; Muhammad Riazuddin, SG (BS-19), Director General (BS-20), Sindh Board of Investment; Kashif Gulzar Shaikh, SG (BS-19), Director General (BS-20), Sindh Katchi Abadis Authority; and Muhammad Yaseen Shar, SG (BS-19),, Director General (BS-20), Mines and Mineral Development.
Meanwhile, one of the removed officials, Alamuddin Bullo, has been posted as Principal Secretary to Sindh Chief Minister against an existing vacancy in Grade-20.
