ISLAMABAD: The Election Commission of Pakistan (ECP) has not even touched a single parliamentarian, declared as fake degree holders by the Higher Education Commission (HEC) in 2010 and 2011. And after seven resignations, 86 percent of the cheaters are continuing to sit in the assemblies, top ECP sources confirmed to The News along with documentary evidence. Out of the total 56 fake degree holders, as declared by the HEC, 13 belong to PML-N, 18 belong to PPP, 10 belong to PML-Q, 5 belong to JUI-F while there are 5 independents, 1 of ANP, 1 of BNP-A, 1 of PML-F, one is unknown and one okayed by the SC as per ECP stance. Out of these 56, two were died, 2 were retired from Senate on completion of their term, one is unknown and one Okayed by the SC as per ECP stance, and 43 out of rest 50 (86%) are still continuing in the National Assembly, Senate or provincial assemblies with the patronage of the ECP as only 7 chose to resign. Some PML-N leaders now even confirm that this was the basic condition for the appointment of the four members of the commission in June 2011 that they will not touch any of the fake degree holder in any case, and all these members stood by their words during last one and an half years. In its 2010 judgement, relevant para of which was also reproduced by the ECP in its Feb 27 press release, ordered ECP to get verify degrees of every concerned allegedly having fake degree, had ordered registration of criminal cases against such people and ordered judges to decide any such case in minimum time possible which must not exceed three-months time. Despite the SC’s clear judgement, having full authority under Article 218(3) of the Constitution, Section 78(3)(d) of Representation of People’s Act 1976 (RPA), sections 82, 94 and 100 of the RPA, the ECP committed criminal act of not even touching/suspending membership of these parliamentarians while now there are only 15 days remaining in completion of terms of assemblies. ECP officials concerned are not ready to speak or give their version on all these scandalous issues and are in hiding. It is completely incomprehensible as to why the ECP was pressing for the verification of some 249 MPs when it has not touched any of the already fake degree holders and even allow some to be re-elected despite being declared fake degree holders. The list of MPs continuing or resigned or retired, as provided by the ECP sources and verified by The News from concerned records, is given below party wise: Ten MPs of PML-N are continuing—These include Muhammad Salman Mohsan (NA-165), Saima Aziz (PP Reserve), Muhammad Safdar Gill (PP-274), Zulfiqar Ali (PP-271), Sardar Meer Badshah Khan Qaisrani (PP-240), Afshaan Farooq (PP Reserve), Farah Deeba (PP Reserve), Shumaila Rana (PP Reserve, she resigned over credit card theft scandal but rejoined Punjab Assembly despite being declared fake degree holder- Also cleared by ECP), Nasim Nasir Khawaja (PP Reserve), Shafiq Ahmad Gujjar (PP-68- also cleared by ECP), 3 MPs of PML-N resigned; These are Hayatullah Khan Tareen (NA-155), Mazhar Hayat (NA-138), Syed Javed Hussain Shah (NA-68). 10 MPs of PPP are continuing; Nasir Ali Shah (NA-259), Waseem Afzal Gondal (PP-119- also cleared by the ECP), Safina Saima Khar (PP-Reserve), Haji Sher Azam Khan Wazir (PF-71), Haji Ali Madad Jattak (PB-5), Muhammad Khan Toor (PB-16), Ghulam Sarwar Khan Sial (PS-35- also cleared by ECP), Mir Humayun Aziz Kurd (NA-267), Nawabzada Tariq Magsi (PB-32- also cleared by ECP), Shama Parveen Magsi (PB-Reserve), Nawabzada Mir Nadir Magsi (PS-40- also cleared by ECP), Ijaz Ahmad (PP-209- also cleared by ECP), Pitanbar Sewani (PS-Reserve- also cleared by ECP), Mukesh Kumar (PS Reserve- also cleared by ECP), Bashir Ahmad Khan (PS-56- also cleared by ECP) and Sardar Al-Hajj Muhammad Umar Gorgage (NA-260- also cleared by ECP), 2 MPs of PPP resigned; Shabina Riaz (PP-Reserve- also cleared by ECP), Malik Amir Yar Warn (NA-184); PML-Q’s 7 MPs are continuing; Samina Khawar Hayat, (PP Reserve- also cleared by ECP as she produced two witnesses before the ECP from her university who testify that her degree is genuine though the HEC declared it fake), Seemal Kamran (PP Reserve- also cleared by ECP), Syeda Majida Zaidi (PP Reserve), Shaukat Aziz Bhatti (PP-4- HEC declared that Bhatti was using degree of another person with the same name), Mir Ahmadan Khan (NA-265), Yar Muhammad Rind (PB-31), Lt Col (r) Shujaat Ahmad Khan (PP-136); Three MPs of PML-Q resigned or retired; Mir Mohabat Khan Marri (Senator from Balochistan-retired on completion of term in 2012), Rehana Yahya Baloch (Senator from Balochistan-retired on completion of term in 2012), Malik Iqbal Ahmad Langriyal (PP-226); JUI-F’s 4 MPs are continuing; Molvi Haji Rozi Uddin (NA-262), Kishwar Kumar (PF Reserve), Abdul Samad Akhunzada (PB-7), Maulve Agha Muhammad (NA-261), 1 MP of JUI-F died; Gulistan Khan (PF-69-Died); 4 independent MPs are continuing; Syed Akhunzada Chitan (NA-44), Sardar Ali (PF-34), Nawabzada Muhammad Akbar (Senator from Balochistan- also cleared by ECP fraudulently), Khalifa Abdul Qayyum Khan (PF-64), 1 independent MP died; Maulvi Obaidullah (PF-61-Died);Syed Aqil Shah (PF-4) of ANP still continues as MPA.Mir Israrullah Zehri of BNP-A still continues as senator and even ECP has CLEARED him fraudulently. Ghulam Dastgir Ragar (NA-235) of PML-F resigned.One Wali Muhammad (Senator from Balochistan), declared as fake degree holder by the HEC, is untraceable by top ECP officials as there is no record with name in Senate of Pakistan in past or present. One Dewan Syed Ashiq Hussain Bokhari (NA-153) of PML-Q has been cleared by the Supreme Court though his degree and university was termed as fake by the HEC. Those 27 who were secretly cleared by the ECP in mysterious circumstances, according to commission’s Feb 27 press release, included 10 MPs of PPP, 2 of PML-N, 6 of PML-Q, 1 each of PML-F, BNP-A and Independents, 2 were died while four mentioned were not on HEC list of fake degree holders.
