The Hilal-i-Pakistan was conferred on General Liang Guanglie (China) and Prof Dr Ekmeleddin Ihsanoglu (Turkey) for their services to Pakistan. The Hilal-i-Shujaat was conferred on Dr Maulana Muhammad Sarfaraz Naimi (posthumous).
