Officials said that during his visit to the Saddar area, Chief Secretary Shah expressed dissatisfaction with widespread encroachments and deplorable condition of roads. He noted issues such as unchecked encroachments, overflowing drains, poor maintenance, and unsanitary conditions, including heaps of garbage, which indicate serious misconduct and inadequate performance by the responsible officials.

In light of these observations, Noor Hassan Jokhio, BS-19, Taluka Municipal Commissioner, Saddar, has been suspended with immediate effect for his inability to address these critical problems. Furthermore, Manzoor Hussain Shaikh, Deputy Director of the Sindh Solid Waste Management Board, has also been suspended.

Both officials have been instructed to report to the Local Government and Housing Town Planning Department and the Service General Administration and Coordination Department, respectively.

The chief secretary emphasized that encroachments will not be tolerated in the city and directed urgent actions to enhance the sanitation system. One of the orders issued by the CS office reads, “In exercise of powers conferred by Rule-20(i) and Rule-8(1)(a) of the Constitution and Regulation of the Sindh Councils Unified Grades (Service) Rules, 2020 read with Rule-5(1) of the Sindh Civil Servants (Efficiency and Discipline) Rules, 1973 and with the approval of competent authority, the services of Noor Hassan Jokhio, BS-19, an officer of SCUG Service, Taluka Municipal Commissioner, Saddar, Karachi, are hereby placed under suspension, with immediate effect, on account of misconduct.”

During a visit to Saddar Town on September 23, 2024, the chief secretary observed unchecked encroachments, overflowing drains, poor maintenance and dilapidated condition of the roads, which are tantamount to misconduct and poor performance on part of the above officer. “He shall draw his salary and allowances during the suspension period as admissible under the rules.”
