Alleged Illegal occupation of govt land in Bannu: CM’s aide says FIR lodged against FIA Court Judge Humayun Dilawar, others

PESHAWAR: Special Assistant to Chief Minister for Anti-Corruption, Brigadier (retd) Muhammad Mussaddiq Abbassi, said on Tuesday a first information report (FIR) had been registered against Special Judge of Federal Investigation Agency Court in Islamabad Humayun Dilawar, his brother Sadiq Dilawar, father Dilawar Khan and Registrar Taj Mali Khan for the illegal occupation of government land in the Bannu district.

“Anti-Corruption has obtained an arrest warrant from the court for the accused,” The special assistant said in a video message released from his office, as per an official handout.He said in 1976, Dilawar Khan made a case against Ghulam Asad alias Kala that he possessed the said land, so it should be transferred to his name.

This land is also called Shamilat. While under Section Three of the River Protection Act, no one can make any construction up to 200 feet from the boundary of the river. He said they were allowed to use this land for farming only. In 1980, the court passed the order and this 176 kanal land was transferred to Dilawar Khan.

The special assistant said on January 24, last year, during the caretaker government, Dilawar Khan made his two sons, Humayun Dilawar and Sadiq Dilawar witnesses and allegedly made a fake entry in the decree, and transferred three additional mauza, — 39 kanals — in his name.

He said these are 199 kanals and 16 marlas of land, which have been made part of a private housing society. The value of which is around one and a half billion. Mossaddiq Abbasi said that the KP government was also taking action against the issuance of a No-Objection Certificate (NOC) which was given because, he said, the public at large had been cheated.

The authorities should not have given NOC as this society was on Shamalati land, he added.Brigadier (Retd) Mussaddiq Abbasi said that Sadiq Dilawar is a grade 17 officer. “He is the chief executive officer of this private housing society too. An officer cannot work in two different places. We will send a letter to the relevant authorities for action against them,” he added.

The special assistant said the KP government would send a copy of the FIR and related documents to the chief justice of the Islamabad High Court and registrar of the court that the senior judge was involved in fraud.

“We will take the case to the Supreme Judicial Council to identify persons who are sitting in such high positions. Full action will be taken against them so that they are punished,” added Mussaddiq Abbasi.

It may be mentioned here that Humayun Dilawar as an additional district and sessions judge had sentenced Pakistan Tehreek-e-Insaf founder Imran Khan in the Toshakhana reference on August 5, 2023.
