This letter refers to the news report ‘Institutions’ closure, mergers: Civil Servants Act to be amended to address right-sizing fallout’ (September 2, 2024). Although this is a good idea, the process of selecting such employees must be transparent and justified. Surplus government employees have been handled in various ways across different countries. Introducing severance packages to employees affected by downsizing will prevent unnecessary litigation and unrest. These packages often include compensation based on years of service and health benefits. Early retirement options for civil servants with financial benefits will also bring government and employees at a win-win situation. Pakistan also has a large young workforce waiting for jobs. However, by encouraging small-scale business we can reduce the pressure on the civil services to provide jobs for young people. Outsourcing and privatization with guaranteed limited-period employment is another idea used in certain countries. These strategies reflect a balance between reducing the size of the public sector, managing costs, and attempting to maintain social stability by providing alternative employment or financial security for affected employees.
