Sindh police chief Ghulam Nabi Memon on Wednesday presided over a review meeting regarding the transmission and delivery of expenses incurred on upgradation and reforms of Madadgar-15 and investigation of cases through electronic card and (digital wallet).
The meeting was given a briefing by the DIG Admin Karachi on the necessary technical issues and issues related to the upgradation of Madadgar-15 and the transmission of the cost of investigation of cases through electronic card/digital wallet.
After the approval of the Sindh government and the ongoing consultation with banks, the transfer of expenses incurred on the investigation of the registered cases to the lower level is being made easier. Moreover, agreements are under consideration with public and private banks for advance delivery of investigation expenses to IOs. An electronic app has also been developed for easy delivery of case investigation costs.
The meeting was informed that through the electronic card /(digital wallet), the investigating officer will be able to easily purchase essential items related to investigation matters, travel expenses and payment of money.
The IGP said the DIG investigation, finance and admin will ensure NOC/permissions and other necessary measures from the government departments regarding electronic transmission of cost of investigation. The issuance of electronic cards should be ensured keeping in view the government approval/ permission and the rules and regulations of the banks. The facility of advance payment of expenses incurred on investigation of cases is aimed at making the investigating officer financially independent.
Memon called for preparing comprehensive recommendations regarding training of DIGs, and officers of the IT investigation department, including SIOs, IOs and supervisors. Moreover, 120 new motorcycles will be given for capacity building and patrolling of Karachi. The purpose of providing vehicles is to increase and make police patrolling on highways and streets more effective.
A draft containing actionable documentation regarding the upgradation of the Madadgar-15 should be prepared and sent to the government of Sindh for approval and verification measures.
Later, IGP Ghulam Nabi Memon presided over a video link meeting with Shia community representatives and scholars from Sukkur and Larkana divisions on Muharram.
The participants included Syed Mehmood Shah and others of Larkana, Syed Raza Hussain Shah of Kambar, Ali Ahmed Baroo of Shikarpur, Syed Ahsan Ali and others of Jacobabad, Mir Faiq Ali Jakhrani of Kashmore and others, Advocate Syed Baqir Raza Shah Moosavi of Sukkur, Syed Nasir Hussain Shah of Khairpur and Abdul Jabbar Soomro of Ghotki and others. Moreover, the DIGs of Headquarters, AIG Operations CPO and Allama Nisar Qalandari, the provincial president of the Jafaria Alliance Sindh, were also present in the meeting.
The video link meeting was separately briefed by the DIG Sukkur, Larkana and SSPs of their respective districts on Muharram security. The scheduled meetings have been held with all commissioners and deputy commissioners and concerned departments, including Shia clerics, at the district/division level regarding Muharram security.
The participant s expressed grief and sorrow over the martyrdom of police personnel in Kashmore. The Shia scholars said Sindh Police personnel are playing the role of a frontline force against terrorism and crime with utmost diligence and bravery.
The IGP said that like every year, this year too, “with the cooperation of all of you, the month of Muharram will be made peaceful and ideal for security measures. I am satisfied to hear about the cooperation of the police from Shia school of thought in Sukkur and Larkana. Additional forces will be sent to the districts before 1st Muharram to meet the shortage and strategic deployment of police personnel should be ensured under the right man for the right job scheme.”
The IGP directed that alert youth personnel be deployed at sensitive places and trained women personnel be deployed in the districts. “I will write to K-Electric, Hesco and Sepco to ensure that loadshedding is not done during Muharram.”
Memon said it will be the responsibility of the officers to provide security during the movement of Shia scholars, zakireens and other religious figures. He further directed that the Special Branch and Counter Terrorism Department should ensure all possible cooperation for strict surveillance of suspects and suspects. The CCTV cameras used during the elections should be installed at Imambargahs and procession routes in collaboration with the deputy commissioners. All departmental/training courses under Sindh Police should be postponed. Officers and personnel returning to the districts from departmental/ training courses should be deployed for Muharram security duties before 1st Muharram.
