A two-member bench consisting of Justice Ijaz Anwar and Justice Syed Arshd Ali issued the order when the federal government’s law officer did not press the review petition as the court had already provided relief in judgement last year.

The bench pointed out that in Para 19 of the detailed judgment clearly mentioned that if the federal government had sufficient material about the alleged involvement of petitioner and her children in the anti-state activities, it should proceed against them under the law.

On Nov 16, 2023, a two-member bench accepted a petition filed by Dr Shakil’s wife Imrana Shakil and her three children against the government for placing their names on the ECL.

That bench had set aside the impugned order of the federal government and ordered to remove their names from the ECL and to release their passports.

The government had filed the review petition through deputy attorney general for reconsideration of the judgment.

In its review plea, the government stated that at the time of arguments in the main petition, some information about involvement of the Imrana Shakil in anti-state activities could not be explain to court along with substantial documentation .

It claimed that the petitioner was regularly in contact with different personalities of foreign offices.
