KARACHI: A high-level delegation from the International Police Organisation (IPO) Pakistan, led by its president DIG Dr Maqsood Ahmed, recently participated in the 3rd International IPO Congress in Tirana, Albania.

This significant event attracted over 200 law enforcement officials and members from around the world, focusing on fostering international cooperation and collaboration, said a press release on Monday.The congress was inaugurated by Prof Ilija Zivotic, the founder and president of IPO, who highlighted the importance of global cooperation among police organizations. His opening remarks set a collaborative tone, underscoring the necessity of unified efforts in enhancing global security.

In his address, Dr. Maqsood Ahmed emphasized the critical role of modern policing in developing countries. He spoke about the importance of inter-agency coordination in training and capacity building, and shared his expertise on combating terrorism and terror financing, drawing from his extensive experience in the field.The congress aimed to strengthen global partnerships, facilitate the exchange of ideas, and provide a platform for IPO section leaders and members to share their experiences. Participants were also introduced to IPO’s programmes and guidelines for the upcoming years, fostering a deeper understanding of the organization’s future direction.

The IPO, a multinational professional non-profit and non-governmental organization, has held special consultative status with the United Nations ECOSOC since 2022. Upholding the principle, “To contribute together, for a safer community, for a safer tomorrow,” the IPO organized this year’s congress with a specific focus on transnational organized crime and counter-terrorism.Participants included representatives from over 30 countries, primarily from Europe and the Balkan region, as well as state institutions, diplomatic representatives, high-level law enforcement officials, and experts from both the public and private sectors.

This diverse group shared their expertise on various security challenges, fostering a collaborative environment aimed at addressing global issues.President IPO Pakistan Dr Maqsood Ahmed’s presentation on international organized crime and terrorism was a highlight of the congress.

He detailed common activities of international organized crime, such as drug trafficking, human trafficking, arms trafficking, cybercrime, money laundering, counterfeiting, extortion, kidnapping, prostitution, and illegal gambling.

He also discussed the wide-ranging impacts of these crimes, including economic repercussions, social consequences, national security threats, and environmental degradation.Dr. Maqsood Ahmed defined terrorism as the use of violence, threats, or intimidation to achieve political, religious, or ideological goals.

He provided historical and contemporary examples, such as the French Revolution, IRA in Ireland, Al-Qaeda, and ISIS. Furthermore, he explored the complex issue of terrorism financing, explaining various domestic and international sources and methods, including the use of the Hawala system, smuggling, and drug trafficking.

He also highlighted several obstacles in combating terrorism financing, such as resource limitations, corruption, and legal and institutional gaps. He advocated for the use of technological advancements like AI and big data to enhance surveillance and cybersecurity measures. Additionally, he called for international cooperation and the adoption of global best practices, including learning from successful anti-terrorism financing strategies implemented in other countries.
